As the popularity of the car grew, state governments needed a way to track who was coming and going across state lines. In 1901, New York became the first state to mandate that their residents have license plates. However, it wasn’t until 1903 that Massachusetts became the first state to actually issue these license plates to residents. By 1918 all 48 states were issuing license plates.
